Best router for purpose

Hi
I am setting up an intranet (no internet access) to serve small videos to mobile phones. Max 20 concurrent users.

I can do the server but don't understand routers.

What considerations should I have in mind when buying a router and any suggestions for the best to buy given limited funds.

Any router will work. I am assuming your mobile phones use wireless to connect ?

Since you are not going to use the router part any fancy features related to QoS or VPN or other thing are a waste since they only deal with internet traffic.

The only part you need to worry about are the wireless features. You likely can get by with a simple 802.11n single band device. Still for $50 you can get a dual band router many of the features like 300m mimo.
