You read it right, I can play Crysis 3 on Very High and maintain 60FPS. But I can't get Far Cry 3 to run just right. In villages I see insane lag. Like the first part of the game when you escape Vaas I start to see lag in the first cutscene. Then in game I run it at 90FPS. Villages run at 40FPS. What the hell is going on. I hear a lot on the POSTFX but I tried it and its not working. With a $800 card that runs everything fine (BF3 90-200 FPS) Why is this so hard to run? I thought my Radeon 7850 and 670 could. I could be wrong as it was some time ago.

I have it set to ultra MSAAX4 HBAO

It is not like I am hitting 80 or 100. It is really low, like 40-60! .-.

Please run GPU-Z (http://www.techpowerup.com/gpuz/)

Look for GPU load while running the game and please post us a screenshot with your "graphics card" tab description.

I found out Sleeping dogs uses like MSAAX8 on extreme so I know why the lag was there. Anyway that game is fine now. Uhm sure I will do that for you!

Oh yeah, I do have two moitors at 1080P set up. But one does nothing but show the desktop. Can that be the culprit?

Those readings look normal. Are you getting low frames under those circumstances? The second monitor should not be an issue if your aren't rendering anything 3D there. Still, for troubleshooting purposes it would be better to disconnect the second monitor until we find out what the issue is.

Also, are those lags frequent? Maybe you are getting hiccups when reading from the disk, in which case it would help to make sure nothing is demanding high disk usage when gaming. You can use task manager to find out if that's the case.

Hmm good idea! Lemme explain further before testing:

If I walk forward I get really good FPS, I am saying like 80-90. Now when I look back (first 10 minutes of the game from the start) and look at the village behind me it drops down to 45-50 frames. I hear that POSTFX can be an issue but I tried and nothing happened. I know this game has a lot of troubles but with this GPU it makes NO sense. I use to see this on my older GPUs, like my 670 and 770. If I get near a town...BAM frame drop. I can say the 780ti is running like a champ pulling 30FPS gain from my older GPUs when running away from that area. But I can't see how? I mean look at it this rate,

I can run Crysis 3 on Ultra no problem at all

But Far Cry 3 just like every other Ubisoft title (like AC4 .-.) runs like shit.

I see... it might be the engine making bad use of the resources. If that only happens in a particular part of that one game, I'd say either endure or forgo that game. I had something similar happen to me with GTA4 and a GTX 680 and ended up giving up on the game.

Taking a quick look at some forums, it seems to me that Farcry 3 is know for having this sort of issues.
