external hd not recognized through usb

hp w/win7 and WD scorpio blue hard drive pulled; new tosh w/8.0; pulled WD and was able to read using usb,sata cable; BOOM-- the tosh will sound that it found the WD, but not seen on tosh

thanks TS for the quick reply
I can use the usbs for a 'legitimate' external hd and printer...... both work well with those 2 ubs, plus a usb cooling pad......
I do get a 45 error when I try device manager. not sure if then I need a WD driver/// real afraid to muck the pc and the WD hard drive. LUCKILY I have pictures etc off the WD...... thanks

So you have an actual hard drive that's meant to be inside of the computer outside of it?

yes. It was an internal hard drive on a win7 pc and I have had success seeing all the files on it as an external hard drive on a win8 pc. but now I get the 45 error when I connect the old internalh through any usb port.
