Corsair VS350 - not working on Asrock H71M DGS Mobo

Hi All,
I just upgraded my dad's 12 year old PC to a new motherboard/RAM/Processor and Power Supply.
Mobo - Asrock H71 M - DGS
Processor - Intel G2020
RAM - 4GB
Power Supply - Corsair VS350.

However, when i plug the Power Supply, the motherboard does not switch on (Does not power up the system). Interestingly, i can see the hard drive led lights on the chassis when i try to short the lights on the motherboard.
I am confident that the power button on the chassis has been connected right.
I am still doing something wrong ?
I doubt if 350W is still insufficient for this system, since there isnt much more than what i have mentioned. A SATA Optical drive and one SATA Hard Disk - 160 GB.
If i try to short the cables of the Power supply independently, i can the fan moving so i guess the SMPS is not defective in itself. It has something to do with compatibility i hope.
Any inputs ?

I've had two types of situations where that has happened. 1)Bad Motherboard 2)Bad Video card.

Since you don't have a separate video card, I'd say the motherboard is the culprit. Do you get any beep codes when you turn it on?
