I don't get the boot menu when I try to format my laptop

My laptop model is Toshiba satellite P870, I got a chorgen to my laptop so tried to format it.I tried using a USB and also with a cd with Win7, but I don't get the boot menu although I pressed f12 or any key.Please let me what can I do.I have an ergent situation.

Hold f12 before pressing the power button. Press the power button with f12 already held down, give it time to get to the Toshiba splash screen, then release f12. That should do it. If you have the original Hard drive in the unit, you can also hold 0 at the top of the keyboard (0 on num pad won't work) to start the recovery process to restore the computer to factory settings in the same fashion.
