Stuck Pixel - Monitor or Graphics card problem?

Over the last week I have been noticing green and occasionally red/pink pixels jumping around my screen. My graphics card and monitor are almost brand new and i am unsure what the problem might be. I put Stuck Pixel in the title because my problem matches that somewhat. I don't have huge blocks of colour just individual pixels.
I have an EVGA GTX 770, I have read that overheating of the graphics card can cause this but using EVGA Precision X it says my temperature is at 22 C idle and around 40 C while running CS:GO (The first game I noticed it in (I have tried other games and the problem is the same))
I have a LG IPS234V-PN - 23.
I don't want to use software to try and fix this though.

Have you tries using a different monitor, or a different GPU (perhaps the integrated GPU if you have one)? Tried using a different output or cable (HDMI or VGA)?

If it's the same pixel(s) all the time it's probably a monitor problem, otherwise it's likely a cable or graphics issue.

Solution
a stuck pixel is a pixel that stays a certain color on the screen regardless of whats going on. you will see it browsing, bios, everywhere.

random colors on the screen coming and going are artifacts from the video card, usually by a faulty chip.

Now are the pixels always the same ones or random red and green pixels over the screen.
