USB mouse and keyboard not working

I plugged in a USB keyboard and mouse on my Dell Precision 360, and on the Welcome Screen they don't respond. I can access the BIOS on startup with the USB keyboard, and both the keyboard and mouse power up. I tried uninstalling all of the USB root hubs with a standard mouse (which is dying), but the USB keyboard and mouse still aren't recognized by Windows.

Boot into BIOS and check in options if there is options for usb keyboard and usb mouse and that options should be enabled. After doing that, reboot pc and wait for a while, it's take time to windows recognize and install proper drivers.
