Hate to tell you but that isnt a high end PC. Thats more mid level. And no it shouldnt be able to handle BF3 on Ultra.

vrumor is correct. The 7790 is a mid tiered card. If you want to play BF3 on Ultra without lag, you'll need a more powerful GPU to do so. A 7870, 7950, R9 270, 660ti GTX or a 670 GTX would be the cards that can handle BF3 on Ultra.

The 7790 is with no doubt, a solid card, but it will simply not perform at that graphics setting level for the price you're paying for the 7790.
It is a good card, but it is in the mid-range area. To achieve to play BF3 on Ultra, you would need something upwards of a 7850, preferably a 7870 and above. (and the Nvidia GTX equivalents for these cards.)

But that card is fully capable at running at medium / high settings, as you've specified, so you should run at that. It is afterall, what that card was made to at.
