Unable to install new ATI/AMD driver. PLEASE HELP!

I am trying to update my driver and when ever I click "accept" on the terms the window will become unresponsive in a matter of seconds. I tried to reboot my system and close to reopen and it always becomes unresponsive when I click accept. Using the Catalyst Install Manager Version 08.00.0915.

Head to AMD . Download the correct driver for your operating system and graphics card .

Uninstall the existing driver , or roll it back as much as you can from device manager .

Install the new driver

This is the first time I am updating my driver, so there is no option to rollback the driver and I went to AMD and the same thing happened I got an unresponsive window after I used the AMD Driver Autodetect and installed the driver it suggested it became unresponsive after I clicked "Agree"

Im suggesting you download the driver to your computer , not run it from the AMD website

Before you install it go to device manager .
Find the display adapter entry
right click on it
uninstall it

then run the new downloaded driver from your pc

Okay so the autodetector said that 13-12_win7_win8_64_dd_ccc_whql was the best driver for my computer should I download that separately off a different site and go to the control panel to uninstall my current driver then run the new driver afterwards?
