Issue with XFX R9 270X

When playing games i have been getting issues when looking around... when turning it stutters... but then when i walk around without moving my mouse there is no lag... Know any fixes?
(Games with issue: Minecraft, TitanFall Beta, and Deus X)

I believe the problem you are facing is screen-tearing. It happens when more than one image is displayed at the same time. Basically what causes this is a gpu and monitor not having the same refresh rate. The gpu may send a new image to the monitor before it finishes displaying the current one, and therefore you see the screen artifacts. A simple way to solve this by enabling v-sync. It is sync the gpu and monitor so they refresh at the same time, but this does cause a performance lose. Nvidia's new G-sync technology does a similar thing, the difference being it uses hardware so there is no performance lost.

Its not tearing its like fps drops really low and goes up really quick so it causes it stutter but i dont know why

No bottlenecks with the cpu. What monitor are you using? It could simply be that the monitors refresh rate isn't quite high enough to keep up with movement at the speed simply turning presents.

welll ive been using a tv but i just ordered a new monitor to hope it fixes it
