I just built a media center using ubuntu 12.04 server edition. I added on ubuntu desktop for gui interface to be able to watch hulu, play dvds, etc.
you could probably copy this and upgrade as needed. The case is the best part. both sides pop off of the case for ease of build. it has PLENTY of space for harddrives. I setup mine with RAID mirrored. here is a good video http://www.youtube.com/watch?v=z84oBqOxsD0

thank you for the response, this server that i am thinking of would be used only to store movie media .mp4. it would not be use to watch movies. more or less like a NAS.

Then yes this setup should work great. ubuntu is free as well. Fallow the video above to setup.
you can setup a samba share to send videos to / from the machine as that is easiest.

I am not sure what DLNA is though. You will have to enlighten me on that one.

looks like there are a few DLNA server software programs out there for ubuntu:
Ps3MediaServer.

sounds like ps3mediaserver is the simplest.

Thank you for the suggested software. I will look into it.

I am in need of the Server/NAS components. I've never put one together.
I am assuming that need a mother board, ram, network card,and hard drives.
So if anyone has any suggestions on components that be awesome!

my bad, i was clicking on them and nothing was popping up. I got to work now.
I think a Intel Xeon is a little to much for NAS isn't it. Nothing will trans coded.
I was thinking more alot the lines of a Intel i3-3250.

I don't know too much about processors. I3 seems to be a good base model cpu to me.

I am thinking of going with with the Intel Pentium G3220 Haswell 3.0GHz LGA 1150 54W Dual-Core Desktop Processor (http://www.newegg.com/Product/Product.aspx?Item=N82E16819116950) but i am no sure which motherboard to chose for this type of case.

any suggestions?
