Information in Desktop Windows Blinking

This is not a full windows problem, and it just happened within the past month when one of my internal hard drives crashed. My brother (for some stupid reason) put it back in and a week later my screen started blinking. Not the whole window, but say if I pull up the Control Panel, Uninstall a program, the text "To uninstall a program....or Repair" would be blinking. If I right clicked any window and went to properties the property screen would blink. Nothing associated with the internet, just certain programs I have had on my computer for awhile (going from anywhere from two months to several years). This computer is not new. It runs Windows 7 Ultimate, 64-bit operating system, AMD Phenom(TM) Processor. When it first started blinking I defraged the computer, ran virus scan, and did a hard restart. That worked. For the time being. It kicked back up last week and my brother had to try to update my video card, the blinking caused the update to crash. This was when we took out the bad hard drive (stupid brother). It worked for awhile until today it is blinking again. Same spots. I am at a loss. Could my video card/graphics card be acting up? It is semi old (as in a few years old), Radeon HD 4xxx Series. I work from home on my computer so I need something up and running that doesn't cause me migraines like this blinking does. Both times it started blinking it stopped using my screensaver (set on pictures from my documents) so I knew it would start up once the screensaver said error. It has a semi-new boot sector (had to change that last year or so). I am not one for massive downloads. It has a few games and my work stuff. If you have any ideas or need more information please ask/help me. I am not big on computer hardware, I am more software based. Since my brother is being an idiot I hope maybe one of you guys may have an idea? Hopefully.
