Most aftermarket liquid coolers are closed loop CPU coolers. NZXT was among the only brands that made a component that would cool the GPU with a closed loop cooler. So for the first question, most aftermarket closed loop water coolers are only CPU. There are also custom loop coolers. These are water coolers that you pipe and choose all the parts yourself. With a custom loop, you can cool both the CPU and GPU. But making a closed loop cooler need a little more knowledge and maybe $200. Really, if I can recommend something to you it would be to go with this radiator and get a custom loop later on.

You would need to make a custom loop to use this.
