Can this issue be solved even if nternet will not open? Clicking just produces an hourglass that runs forever

Is this happening with ALL programs or just one?

If this is a recent issue and you have system restore turned on, Try to restore to a point before the issue happened. You can access system restore in safe mode even when it will not open in normal mode most times.

It is recent, happened after system failure. I was able to restart using the F9 and then found the backup n the computer that the restart created. Was able to create shortcuts to all files. It was working until I downloaded a microsoft service pack. When I attempted the system restore the hourglass just came up. Restarting did no good. Thanks

Restart is shaded out so accessing safe mode is difficult. Any suggestions

It happens on all icons. Most are shortcuts to backup files, but firefox is a new download and it does not work either. All worked before service ack download.

Try to hit F8(hammer[press over and over] that key if you have to) just before the loading screen for Windows. that should give you a boot menu for safe mode.

So all back to normal?

For a while, I recommend making a restore point before installing new software just in case it was new software that caused the issue.
