Computer Doesn't Boot After New Graphics Card

Hello Everyone,

I've recently bought an old computer for a yard sale, and it turned out to be pretty decent, so I decided to upgrade the graphics card and see how it ran. However, with the new video card, I didn't get any signal.

Here's the details on the build:

Mobo: Intel DP45SG [[The mobo has no onboard video ports, no VGA, no DVI, no HDMI, no Component, so a graphics card is needed]]
PSU: CoolerMaster 600W RS-600-PCR-E3
CPU: Intel Core2 Quad Q9400 running the stock 2.66 GHz
RAM: Corsair XMS3 2x2GB DDR3
Old GPU: Radeon HD 4670
New GPU: Radeon HD 7770
OS: Fresh installation of Windows 7'

And keep in mind, the computer works perfectly fine with the old card installed.

Now for the problem,
After installing the new card, and plugging in the video cable to its one DVI port, I started up the comp and got no signal. The CPU, GPU, and Case fans spun up and stayed running, power light came on, but nothing after that, no BIOS boot screen, no options, no signal at all to the monitor, and it just stayed that way not sending any video out through the card.

However, it quickly became apparent that this was something more than just not displaying video, as whenever I tapped the power button, it immediately shut down no matter how long I waited, meaning the OS didn't get to start up.

I reinstalled the old card, booted it up, and it ran perfectly fine, so I know the issue is somewhere in how the Mobo is handling the Video card. With the old card in, I installed the driver for the new one, shut it off, reinstalled the new card, and there's the same exact problem.

Now, I've tried installing the new card in the second PCIE x16 slot, but the problem persisted. The 6-pin connector has been plugged in each time (Come to think of it, I haven't tried booting without the 6-pin in the new card).

I've also tried clearing the CMOS, though I'm not sure I've done it correctly, I set the CMOS jumper to reset with the computer off but plugged in, let it sit for a minute, then took out the watch battery in the Mobo, waited 5 minutes, then unplugged the power cable, waited another 5 min, then put the battery back in, put the CMOS jumper back to normal operation, and powered back on, no improvement.

The only time the comp has booted up is when I removed the jumper from the BIOS jumpers (setting it to Recovery), and putting it in the "Chassis Intrusion" jumper. It appeared the the computer booted, I still didn't get any signal, but this was the only time the comp didn't immediately shut down when I pressed the power button, I had to hold it for several seconds as if something had indeed booted.

I also tried installing the latest BIOS update and setting the default video in the bios to the PCIE x16 Graphics slot. No Improvements or changes at all.

Do any of you have any suggestions?

Went into drivers with the old card, uninstalled the old driver, shut it off, resinstalled the card. Though the problem is still there, with the new card, the lights come on and the fans spin up, but there is no video signal from the card, and when I tap the power button it immediately powers off so its clear that the OS hasn't even booted.

Would there be a way to tell if there isn't enough power to the board? The PSU is 600W, and on the GPU box it recommends 450W minimum. Also, though the graphics card is a PCIE x16 3.0 and the motherboard is simply a PCIE x16, I've read that that doesn't cause problems. Is there a way to check if the video card isn't compatible?

Unfortunately neither another computer I can put that GPU in, or a comparable GPU to try are available to me tonight. The new graphics card is straight from Newegg so I trust it's good, and the Mobo works with the old graphics card in it. What else can I try?
