How can I get my PC to start up faster without adding an SSD?

My computer has about a 30 second start up but I noticed that some of the laptops in PC World could start up in 2 seconds without an SSD but only had an i3-i5 processor and 4-6GB of RAM!

My PC:
AMD FX-6300 @ 3.7GHz
Asus Sabertooth 990FX R2.0
ASUS Radeon HD 7770 2GB
8GB RAM at 1600MHz
7200rpm WD HDD
Windows 7 Pro 64bit

Check your programs that run on startup, if there's a lot that can slow it down.

No computer is starting up Windows 7 in 2 seconds. Here's the thing. Without going into too many details, the files for Windows have to be copied off the hard drive, then into memory, and then into the CPU for processing. In this case, the hard drive is your slowest link. The computer can only start windows as fast as it can read the files off the hard drive.
The other option of course is to cheat, which is what probably was going on if you saw laptops without SSDs starting Windows in 2 seconds (actually, 2 seconds would be fast even with a SSD but whatever. In this case, you don't actually shut the computer down, but rather just suspend it such that it is already on when you "turn it on".

Would Windows 8 make a difference? And the laptop had a fancy sticker on it saying 2 second start up, so I turned it completely off but when I turned it on it literally took 2-3 seconds to turn on, it also had a 750GB HDD

Yes, because of what I was saying about suspend, it doesn't really turn off it suspends.

Next time you build a new PC, add an SSHD instead of an SSD or HDD combo. SSHDs have the speeds of an SSD and the capacity of an HDD.
