So after doing my research after purchasing the 8320, on why my CPU temps were too high i discovered the difference between socket and core temp. And that my CPU had been working correctly all a long. However my cores do stay chilly while playing games, my socket temp will read 55c on average, this may still be under any max recommended temps for my board and cores. But i'm interested in overclocking as i have an antec closed loop cooler, and my plan all along was to wait for the arctic silver 5 to cure then overclock it.

My only thoughts on a solution was affixing a fan directly over the cpu block to cooling the chipset, but the area lacks room, my other thought was to remove the vrms and use thermal paste.

Temp program used: AIDA64 System:
MB: M5a99x EVO
Ram: 16gb Crucial Elite
CPU: AMD FX 8230
Power Supply: Corsair CX750M
GFX: HIS 6950 2GB
2 Sata III Drives.
Case: Fractel Design R4
Cooling: Antec h20 620, 2 120mm pwms in push pull
Front 2 140mm silent fans.

Solution
There is nothing wrong with your temps and you should be able to OC on that board without additional VRM cooling if you have good airflow in that case.
