1. Make and model of the new cpu?
Make and model of the old cpu?
Make and model of the motherboard?

2. Why did you replace the cpu?
Do you still have the old cpu?
(if its not broken) what happens when you try to boot with the old cpu installed?

New CPU - Intel Core 2 Duo 1.8Ghz
Old CPU - Intel Pentium D 3.2Ghz
Motherboard - Foxconn 945GZ7MC (Lucknow)

The reason I updated the CPU was make the PC Faster plus the CPU is really old, When I put in the old CPU back in, the Heatsink fans spins but is cold and the CPU get's hot resulting no picture on the monitor

Is there much dust kicking around in your case?
Do you have integrated graphics on your mobo that you could try instead of your graphics card?

I would've thought you should at least be able to get to the bios screen.

no nothing on the screen comes on, I use the intergrated graphics for now, there is no dust in the system, I wondering if it's the heatsink but I don't wanna waste money if it's not

Can you confirm, when you power it on:
The fans spin?
The LED on the motherboard is lit?
Does it then shut itself off automatically or do you power it off yourself?
Is the monitor receiving power?
Is the vga cable properly connected at both ends?

yes the fans spin, the LED does light up, I turn off the PC by the power button, monitor is powered on, yes the vga cable is connected properly and the dvd writer drives are functioning

My friend had a similar problem the other night, would it be possible for you to connect a different psu to only the mobo, hdd & gpu, everything else can be unplugged, then see if you get a picture?

In fact, try a different vga cable first? To rule out it being a fault with the cable
