Okay so im purchasing an r9 270x but dont know which brand to get.

GIGABYTE: http://www.scan.co.uk/products/2gb-gigabyte-radeon-r9-270x-wforce-oc-28nm-5600mhz-gddr5-gpu-1050mhz-boost-1100mhz-1280-streams-dpor

MSI: http://www.scan.co.uk/products/2gb-msi-radeon-r9-270x-gaming-28nm-5600mhz-gddr5-gpu-1030mhz-boost-1120mh-plus-bf4-game

What does boost clock mean? Because one has been clocked slightly higher than the other but has a lower boost clock....I dont deal with overclocking myself so can someone tell me the difference?

There is very little difference but apparently you can set preset OC mode on the MSI to go little faster but will not be noticeable. Between those two I would simply select on price.
Boost clock just means it is the fastest it can run if all parameters like power consumption, heat and so on allow. It will drop down to none boost if getting to hot or sucking up to much power.
