AMD is cheaper, Intel is more of a premium. If it's a budget build you can go with AMD and save some cash. If money is no object Intel is the way to go. AMD can get you an 8 core processor for under $200. But most of Intel's quad core's can beat it for a few dollars more. On average Haswell will consume less power.

The 8350 has monstrous TDP: 140 w, it scales better than more expensive i5s in well multi threaded application and games and of course unlocked.
For less well threaded application and games the i5 has the lead and more efficient with lower TDP.
If an i5-3570k is available I would recommend it, otherwise Get the FX-8350.

With that budget you can have i3-4130+ cheap mother board or a FX-6300+ cheap mother board (You won't be able to overclock and generally I don't recommend cheap motherboard for AMD CPUs because their VRM could be an issue) or A Athlon II X4 (750k/760k) with a good FM2+ motherboard (Good upgrade path as well since there is a possibility Kaveri based Athlons could be released).
