That PowerColor card has one beast of a cooler, quietest and coolest will be the powercolor by the looks of it, it has an extra fan and a massive heatsink.

Whether it's worth paying for is up to you, you'll probably have more overclocking potential but if thats not your thing and the slightly higher temps of the vtx don't bother you, then get the vtx.

Reliability wise theyre both from the same parent company so build quality will be the same.
