Is my cpu dead from balloon static?

Long story short, a balloon that was rubbed on someone's hair (a careless someone) touched the pins on my cpu and I heard a little crackle. Now the pc won't turn on. The only thing that happens if I press the power button is that the psu fan and the case fan spin momentarily but the heatsink won't. There's no gpu as it's an apu.
 
Solution
You sir have a fried CPU. Hopefully not a expensive one. Why were you even in a position where there was a jacky with a balloon by your CPU??

Oh crap, haha. Luckily I paid for the extra insurance so I guess I'm okay, though I'm not sure if balloon damage is covered. There was a party of sorts going on in my house and a certain someone decided to try and mess with me, guess they'll lay off a bit now :lol: So if I send the apu back will they be able to tell that it's static damage?

Well if its brand new i'd say it was Dead on arrival and not even say it was working when you got it. And No I don't think they will be able to tell it was from static electricity. Just say it never worked and leave it at that no more details and you should be fine.

For starters... rubbing a ballon and touching a cpu seems like a highly trollish topic to make. If this did actually happen, then frankly, you're at fault for being so careless.

Which segues into my second point ->

condoning ILLEGAL (aka "fraud") activity and claiming dead on arrival is a piss poor solution to anything. Unbelievably unethical. Especially given the nature of events leading up to said damage.

I agree. The idiot who fried the CPU is the one that pays for the replacement, or maybe the OP for allowing such an idiot around their CPU with its pins exposed. Why should the manufacturer or retailer pay for such negligence?

Whoa calm down people. I already said I took out their insurance so I'm not doing much wrong, it covers accidental damage and that's what this is. For more on the back story it wasn't my party it was my brother's. I was in my room (out of the way) getting ready to install a new cpu cooler so I had to clean off the old thermal paste. My brother came in and knows how pissed off I get when he mucks about while I'm tinkering with my computer. As a joke he waves around the static charged balloon and when I pushed his arm away the balloon had to land on the cpu of all things D: That's when I heard the crackle and told him where to go. My pc wouldn't work after and I wasn't sure if a balloon had enough static to fry a cpu so I made this thread.
 
Yeah thats unavoidable damage (not completely but you get my point) Since its insured against damage you had no cause with, its still covered. Who cares if he gets it replaced, you arent at a loss, and the insurance cost more than the company will loose replacing it.

While 2 wrongs don't make a right, the fact is our countries are now run by mega corporations. While people tend to be mostly ethical, corporations just need to hire laywers to make unethical things legal (paying off politicians). Or they hire lawyers to make unethical things "go away" and pay pennies on the dollar (Intel paying companies to not sell AMD product) for their transgressions. There is no obligation to treat a robot like a human. Just like corporations have no problem price gouging you (Apple) and shipping product designed to die in a short amount of time.

Now the PC answer. Suck it up and buy a new one. Bend over and pay homage to your corporate overlords. ;)
 


Ive learned over the years from things like bestbuy. They wanted to charge us 80 bucks to move our data from an old computer to a new one, plus labor. So we said F-that and simply moved the drive to the new PC, it cost us 4 dollars for the SATA cable.

Take your BS else where, it doesn't hurt a company whats so ever on sending another penny on the dollar cpu to you. As stated below by Cazalan, they have no problem raping you for a piece of crap that's going to die in a couple years that you pay 1000% more than it cost to make and distribute, they way i figure it's helping them move the old out for the new stuff. No one cares about being unethical anymore this is america we bow to corporate america anyways might as well get what we can out of these multi-billion dollar company's....how do you think they are multi-billion dollar company's? From selling there shit at fair prices.....i don't think so.....
