getting a pc off craigslist eith mobo issue

Hello, I am buying a pc off of craigslist that has an issue where the motherboard cmos battery must be removed for 30 seconds then replaced to start the computer. does anyone have any insight into this? will i need to replace the mobo? or is it a grounding issue or something? here are the specs.
