Geforce GTX 770 graphics card not working!!

Hello,
This is my graphics card:

I have a custom built gaming PC I just finished a week ago.
When my Graphics Card is in my computer, I get a black screen when connecting my HDMI cable to my mobo HDMI input. If I try to connect it directly into the Graphics Card I get a terrible resolution screen full of obstructing white lines. However when I remove my graphics card completely, I get a perfect 1080p picture when connecting the HDMI cable to my mobo HDMI input.
My power supply is 600W which is supposed to be more then enough to power this, but that is the only thing I can think of that is causing this. I have a Samsung T24C550 HDTV/Monitor but I know that is not the problem because I hooked it up to my laptop and it works fine.
The graphics card is brand new, and the weirdest thing about it is that I've been using this computer on this screen for several days with no problem, but when I unplugged it and moved it to my bedroom (Where I will be keeping it) this is what happened. Please help I need to get this thing running for my work! Any response is greatly appreciated!

I used DVI to HDMI through the card but it shows the same thing...bad resolution and white lines...
I'm thinking its the power source but it was working fine before, I have connected and disconnected everything and made sure everything was tight and in place. Also whenever I try to access the BIOS it gives me a black screen, I can only access them when the graphics card is disconnected, but then accessing the BIOS is useless. I'm stumped.

I hoped it wouldn't come to that, but I think I'm out of options.
I just don't understand why it would be if it was working fine the other day... maybe it shorted?
I'll return it and see how the new one is. Thanks for the help!
