NVIDIA Drivers failing to install for GTX 660

Hopefully the gurus of this forum can help me out a bit as this issue is pretty puzzling for me.
Firstly I can use the Graphics card to a very limited degree with Microsoft's PnP drivers. By limited degree I mean it only detects the first 16mb of VRAM using the standard but poorly designed WEI, but it still can connect with a monitor and display non GPU intensive objects fine. Another oddity relating to that is that GPU-Z shows ~3GB VRAM but doesn't display the GPU clock speed or memory speed.

I'm asssuming because I can get a clear signal through the card that it isn't a major hardware fault, so that brings me to the point that I can't install NVidia's drivers. Here's what the driver bundle says

Full Log

So far what I have done includes

- Remove previous Integrated Graphics driver with Driver Sweeper in Safe Mode
- Used Device Manager to attempt to manually install driver
- Attempt to install older recommended drivers
- Attempt to install using the SYSTEM user account (via some trickery using Sysinternals)

I've also made sure that the drivers are compatible with my OS (Win7 64 bit)
What happens when I try to install the driver manually

PSU: EVGA 600B (600w) GPU: MSI N660 TF 2GD5/OC MOBO: BioStar TA880GB+ RAM: 2x(4gb G.SKILL Sniper DDR3 1600) CPU: AMD Phenom II X4 925 OS: Windows 7 x64

I got the same problem with my gtx480 since last week. I cant even install the driver using device manager and manually install through windows. it say "access denied". somebody please help
