Need help! Alot!

Hi, everyone. I am new to the forums but have always used this as resources for advice from others who have asked questions. Now, I will be asking a lot more from time to time!

I know it is considered older but it has served me well for what I do. I do casual gaming (world of warcraft, eve online and world of tanks) mainly. I have noticed that the pc is working harder and lagging quite a bit, not only in game but also when I open a search page while game is running. It has been suggested that I upgrade the graphics card. I know I will need a new power supply. I know this is overkill but I would rather "have it and not need it rather than needing it and not have it".

I am pretty pc illiterate so my questions are, what would be a good budget but decent video card to use. I would like at least a 1 gig card but rather have a 2 gig. Budget is an issue atm so I would like to keep around 100$ (give or take a bit) for the card.

My main concern is what I have heard others say is "bottlenecking" and having more frame rate than the cpu will allow. What exactly is bottlenecking and how am I to know when I am getting to that point?

I will be upgrading and buying components for a pc build sometime this year. This pc will be handed down to my wife and she will be using it for same reasons. The component questions will come another time when I am ready to start buying pieces as they go on sale.

edit, I currently play all games on mid graphic settings. I do not really need ultra/high settings but higher would be nice but kill the lag. I am mainly concerned about the cpu performance and functionality of it.

Bottlenecking is simply when one part or another can't keep up with the rest.

Matching a killer GPU to an old slow CPU? Not good.
Matching an i7 Haswell CPU to a crappy GPU? Not good.

What you want is a balanced system, to your budget and use.

Thanks for the information. Now, the question is, how do I know when I am getting to that point? I have been searching and I am wondering if this card would work. http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=3488649&CatId=7005

The 6670, 6870, 7850 and the 7870 models seem to be the most suggested from what I have heard and read. I have also heard that the pc I have can use something called "dual graphics". I am guessing that means I can run the extra video card and the onboard video?
