Another user shares the same IP address

I received a message on my computer that another network user has the same IP address. How can this be, when I am not connected to a network? Is this something that I should be concerned about, and if so, what do I do to resolve it?

You are connected to a network - your home network.

All devices that use your home network get an IP address. This means your laptop, your phone, etc.

If this is the first time you've received this message, you can ignore it. If you are receiving it constantly, then there may be an issue with your home router.
