Standard vga graphics adapter won't let my gpu driver install

Have tried to fresh install win 7 64 home premium on 3rd time.Would like to have it running before the deadline. Have read all the discussions and tried all the fixes. Have a AMD radeon HD 4650 1 gb agp card. Have done the AMD website scan and install of the 13-9 legacy _vista_win7_64_dd_ccc drivers and the system will not let my graphics driver install. It does install the catalyst engine control, that has no working features due to an absent graphics driver, the SDK , Microsoft visual C and install manager, but no graphics driver. Also have tried the manual install and forcing it by going to the support file and locating it there, no dice. The system keeps saying that " windows has install the best driver for my card" . If I try to uninstall the generic driver, as soon as the computer reboots , windows automatically installs it again and the system won't let any other driver be recognized.
Is there anyway to stop the automatic reinstallation of the generic driver or just delete it so it does not exist.
Tired of reading about remedies that do not work I need a real solution. It would help if Microsoft updated the list of drivers to pick from. They have made it difficult for AMD users.
My computer: K8NSNXP-939 Gigabyte Mobo, AMD 64 3200 FX57 CPU, 2 GB ram,80 GB Seagate harddrive, Asus 24 " HDMI flat screen monitor, 750 watt PSU.
