Have a new build and system cuts back on after powering off for 30 seconds.

Hello everyone! My question is that I just finished my first build, it runs great and graphics are awesome, however when you power off the system it reboots after about 30 seconds and goes directly to the UEFI/BIOS screen, So to shut it off I must cut the PSU off directly. Could this be caused by the directkey in the UEFI/BIOS, or is this a PSU issue or something else? Thanks for your help. My build btw is, CM Storm trooper ATX Full tower, I7-4771 CPU, Asus Z87 Sabertooth Mobo, WD 2TB performance black HDD, 24GB Corsair Vengeance Memory,Samsung 250GB ssd 840 EVO, Corsair AX 860 platinum PSU, Asus blue ray writer/burner, and EVGA Geforce GTX 770 4gb w/acx cooling.

Not sure but specs would be helpful. It is likely a BIOS setting allowing something to power it on.
