$650 budget gaming build, in need of advice.

Firstly a little about my background in pc building. Close to none :p , I've replaced psu/gpu/ram nothing major. I've used pre-builds until now, but need help throwing a pc together.
I've won a geforce gtx 650 ti 2g, in a giveaway and would like to use it for now. I have keyboard/mouse and a monitor, so i need the OS and the rest of the rig. $650 being close to my top dollar i can spend.
I would like a little wiggle room with the Cpu so i can upgrade my gpu in the future, without worrying about bottlenecking, if possible for my budget. Any help is greatly appreciated.
I live in US, and plan to purchase before the end of the month (February).
