Am I doing something wrong if I have a radeon r9 280x sapphire toxic edition and can not get over 20 fps on minecraft with shaders??? Please help I am really confused and would like to know if this is normal (I believe not).

What are the rest of your system specs specs? If you have a 64 bit OS then install java 64 bit or make sure java is up to date (I installed a big texture pack and it lagged like hell, upgrading java to 64bit solved my issue)
