ASUS RADEON R7 250 power issues?

I have recently purchased both a Seasonic S12II PSU and a Radeon R7 250 GPU and for some reason the PC won't boot with the graphics card installed? I thought it might have had something to do with the amperage of the PSU but it says it has 10 AMPS more than the minimum but what I think could be wrong is that it has 2 12V+ Rails... Any help would be greatly appreciated as it is for my grandmother's PC that was supposed to be a Christmas present but for the life of me I can't figure out what's wrong.

Pl provide the system specs. Pl confirm if this is the model you are talking about: SeaSonic S12II 520 Bronze 520W?

It has 40Amps on +12V rail which is sufficient for your system and it is one rail.

Pl provide complete description of the problem. Any beeps, any display,

Sorry EasyLover its the S12II 430W psu. Sorry can't go into great detail with the system specs it is my grandmother's PC, but from memory:

Intel i5 2400
8GB RAM
ASRock Motherboard (not too sure of the specs, yet)
The Seasonic PSU
and trying to Asus Radeon R7 250 graphics card

Once plugged into the system the unit powers on, but no display, in both the GPU and onboard graphics. No beeps but once powered, doesnt display anything. Unplugged runs like normal.

GPU is properly fitted, fan is running and in northbridge configuration it has been set to use PCI express as main graphics but still NOTHING.

Running out of ideas ..
Motherboard is an AsRock H61
