I'm planning on doing a cheap low power build purely designed to download/upload 24/7 and was wondering if it can handle other tasks well.

If I want to play a Bluray movie from it, will it lag or anything?
Also how many applications can I have open before it starts flipping out from all the work?

# of applications will be heavily dependent on how much ram you install. That CPU is a bit faster than a Pentium D I use for home file server purposes. It will be more than capable of handling multiple productivity programs running at the same time without too much lag.

This post says Blue-Ray shouldn't be an issue.
