Replaced PSU, CPU fan runs but PC ain't booting.

Hi pals! I had posted query here earlier regarding the Corsair PSU here : http://www.tomshardware.com/answers/id-1985618/psu.html
I sent it for RMA and they have sent me a new TX650M!

I connected it and tried to turn on the PC. CPU fan keeps running but it ain't booting. The 'beep' during boot is not there. Tried to start it without the CMOS battery. It didn't. Reset the jumper and shorted the CMOS RAM pins. I haven't been using it for some time. So there was some dust obviously. I blew it away using the vacuum cleaner, reconnected everything, but it's still not booting. What could be the problem? Will I need to send the mobo/cpu for RMA as well?! Since my PSU had some problem, would it be possible that it affected my mobo too?

Mobo: MSI H67MA-E35 B3
CPU: i5 2500K

More likely the board, if it comes down to the two over 90% of cases the board. If your PSU failed as it appears in the first post the board may have been the cause or the result.

But shouldn't it get into the BIOS POST even if don't have RAM or HDD installed? I have reconnected everything. The fan spins but it's not booting. Any other solutions? Can it be a CPU issue?
Please help. I've already waited for some time for the PSU.

Thanks! Tried it. Nothing happens. Btw, I heard that it will beep continuously if it detects no RAM. Is there any ways to check the mobo and cpu.

The board has an inbuilt speaker. It's not beeping. It can't be a bad cpu right?

Thank you very much. Yes my PSU failed and I just got a replacement. So I think I can go ahead with the RMA process. I'm not very familiar with it. If they don't find any complaint with the board, what would they do?
