Windows 8.1 will not boot if this drive is attached. Hot attach and windows will not see it. BIOS can see this HD

what is contained on the drive - and what partition type is used? If the drive was formatted as a primary bootable partition, and an operating system is on it, there are going to be issues.

You might have to utilize an external USB hard drive dock/enclosure to read what is on the drive, similar to this one. I keep one around the house for trying to recover data from friend's computers, or when upgrading drives in their systems.

The drive contains a single primary partition which windows 8 disk management identifies as Healthy when the drive is attached via a usb 2 controller.
In this mode I can read and write to the drive.
But when connected to the SATA controller system will not boot.
The drive contains only a single data file until I added a text file to it via USB connection.

If there is no data on the drive, my suggestion would be to remove all partitions from the drive, then install it into the SATA array, and then try to install Windows.
