Will I be able to run it with these specs?

Cpu: AMD FX-8350 (4,2 GHz, I believe)
Mobo: ASRock 990FX Extreme3
Gpu: MSI 6870 Hawk (1GB)
Ram: 8 GB DDR3-1600

I should also note that this is not my current build but the one that I am planning to do. The only thing that I do own from this one is the GPU, which I cannot afford to upgrade as my budget is like €300

My current spec is as followed:
amd athlon 2 x4 630 at 2.8 GHz
6 GB DDR3-1333
MSI 6870 Hawk
GA-m52LT-D3

Please tell me if I can do a better build on a cheaper/same price and it would be nice if you gave some examples too.

I don't think so but it may depend on your other mods, I'm running HD everything (including HD misc, HD keys, HD baskets, etc) along with parallax and an ENB so my situation may be different from yours, but with RealVision I get about 40 ish FPS on average, can dip to 30 in open environments. I opted for a less demanding Seasons of Skyrim ENB and I'm running it a bit better than it (not much though), and this is with an i7 4770 and a GTX 670.

You'll need a recent 2GB video card to run a demanding ENB with any type of success, and you'll need an AMD FX processor at around 4.5/4.6Ghz to run Skyrim with a slew of mods and ENB smoothly, and I mean any of the FX processors because Skyrim is a largely single core game

The FX CPUs are not desirable for Skyrim. Even an i3-4130 will typically outperform an FX-8350 in Skyrim, as it's primarily a dual-core game.
Considering other games, not just Skyrim, I would usually recommend an i5-4430.

I don't think you need to replace your RAM yet, on a tight budget. 6GB at 1333mhz isn't remarkable, but it also shouldn't affect your performance noticeably.
