I am currently using Windows 8. I have seen many laptops having free DOS at first, i.e., seems to be black screen lookout and without any Windows OS. From that state, users install Windows OS according to their versions choice. Is there any way to bring the free DOS mode from Windows 8? I have heard that there is a command that can be used in command prompt to bring everything to free DOS. What is it? Please help.

All versions of Windows has a built-in DOS environment. Do a search for CMD and you will find it. It opens in a Window.

There is also a program called DosBox which emulated the old MS-DOS operating system that existed before life ever started on this planet. I think it is the real dinosaur killer not some stupid meteor that fell from the sky. It can be used to play old DOS games because it emulated compatible audio and graphics.
