Troubleshooting CPU around 98%

First of all I would like to clarify that I don't know where to post this because I don't know in which section of the computer is the problem, so after seeing some other troubleshooting posts I've decided to go here.
EDIT: Giving me a second tough I thing I could have also posted it under CPU, but I'm still not 100% sure on that so I apologise for the possibly misplacement.

Here's the story, my sisters laptop has an issue when the system uses nearly all of the CPU, making the computer slow, the mouse to move slowly and the sound to 'shatter'. This has happened before but the I've just messed around with it and the it worked. This is the second time this has happened now and I was not able to fix yet. But today it did boot up normally when I've tried to make this tread and so I've decided to drop the case. I've shut it down and when she turned it on the issue happened again.

Now here is some info with this case:
-]the computer is a DELL inspiron I believe, I also don't know the exact specification at the time of writing but I presume it has an intel core i3, around 4 GB of ram... so hardware wise it is powerful enough to run its stuff,
-when viruses come to mind she does download some programs for video editing and you know... Facebook and girl stuff, also in my country pirating (in her case that would be music, movies...) is pretty common so there are 'safe' sources but a virus is still and option (just to mention it, I don't pirate and I'm one of the rare people that don't support it anymore),
-regarding programs; she has a Windows 7, I believe 64bit, also she is protected by BullGuard internet security 2013 (purchased subscription), also as a part of 'fixing it' myself I've put on Malwarebytes for a scan just in case and it found some stuff which was (I hope) taken care of,
-she has a broken battery, a replaced screen and DELL's pre-installed system report problems with the hardrive (I think),
-BullGuard 'defragged' it, and took care of some other issues,
-there was a program taking a lot of the CPU but it's been uninstalled, after it being uninstalled it was good for a few seconds then it came back again, also i think something called 'stegeremote' or something takes some CPU terminating it doesn't help,
-RAM is suficcent,
-EDIT: forgot to mention that the computer runs normally while in safe mode.
And so here I am asking the 'big boys' for help.
 
Solution
If the CPU is pegged at 100% and it runs fine in safe mode then there is a problem with one of the programs/tasks eating up all the CPU time when it boots normally. Type msconfig into the "run" command (Windows+R) and under the boot/startup section disable any crucial programs that start on boot. Alternatively if your not confident with that, boot the computer normally and then go into task manger, sort the programs by amount of CPU usage and kill the task with the "End program" button. Then go into the control panel and uninstall that said program. I'm pretty sure I don't qualify as a 'big boy' but see if this fixes the problem.

No, the temperature should be fine as far as I know as the computer runs well in safe mode like mentioned above.
And also as mentioned above Malwarebytes did it's thing.

Did as the solution told me and the only not necessary programs that I've found and disabled are something like Facebook update, Google update, Ask update and Mobogenie something. From my experiences Mobogenie doesn't sound good and I presume that it was doing the issue, or it could be Ask...
Nevertheless she says that it works now so I'm gone leave it that way.

Glad I could help, I see people with computers full of junk the whole time as they have no clue what they're downloading. My advice would be to check back every couple months to stop it happening again.
