installed new HDD on my laptop, not picking up DVD drive or usb stick

My last hard drive failed to the point it couldn't even repair itself, I replaced with a scorpio Blu 320 gb, when i first tried to install windows 7 once the hard drive was in the message "operation system not found" i tried with the internal DVD drive, an external drive and even the ISO file on a usb stick in several ports, I checked settings in the BIOS setup but they made no difference, i took the hard drive out and plugged into my old PC, it installed windows 7 but said it couldn't configure to the computer. i took the hard drive and put it back in my laptop it now boots up but crashes with windows start up giving me boot options, and tells me to install the windows CD to repair computer but it still not picking it up despite being in the drive! any other suggestions!
 
Solution
Try copying out the ISO from your USB to a folder on your other computers desktop, reformat your flash drive but instead of formatting to NTFS, format it to FAT32. Recopy the files to the USB and try to boot with it on your laptop. You can also try to reset your BIOS to the default settings.

In the Bios, look for a setting called boot priority and set your CD/DVD drive to the top of the list an your harddrive the second on the list. Exit the BIOS saving these settings. Restart your laptop.
