Does my computer bottleneck or is it just plain broken?

So I built a gaming computer in an attempt to catch up on BF4 and Arma 3. However, in Arma I only get around 15-20 frames on Ultra. BF4 gets about 30fps on Ultra. I think there might be a bottleneck somewhere or I have a dead part. Any ideas?

*I currently have it clocked at 3.7Ghz.

Also is there anyway to increase my performance?

Assuming Ultra w/ 4x MSAA and at 1080p/1200p, your FPS is about correct.

I have all that ATOC and Post process stuff turned down, so wouldn't there be a little be a bit of a boost from the avg. 20 fps.

Also there is no difference when I change from Ultra to Low and vice versa. I always have that 15-20fps. Thats why I wanted to know if there was something wrong.

While playing either game, bring up the task manager and monitor your CPU usage. If it's 80-100%, you likely have a CPU bottleneck.
