CPU : Intel Core 2 Quad CPU (Q9400) @ 2.67GHz
Memory : 8.00 GB
Current resolution : 1600 x 900, 60Hz
Operating System : Vista

My issue is when I stream CS:GO, I drop from ~120-150 FPS down to 40~ FPS which makes it really difficult to play.
I've heard talk that if your CPU is quite poor it may be worth upgrading to take load off your GPU, is this correct?
Now I would like to ask you, community, if you were in my position what would you upgrade... My GPU or CPU? Any reasoning behind your choice and even suggestions would be greatly appreciated!
