Windows clock won't stay synced with internet time

I recently built a computer and for the life of me I cannot fix this problem. My time will always be off when I turn my computer back on. I thought i was my CMOS battery so I changed that out and it still is off every boot up. I tried messing with the sync schedule to make it check more often to no avail.

Has anyone seen this issue before? Let me know if you need any more information from me!
 
Here is additional info on this matter. My HTPC was not recording at the correct time, cutting the program off before it end is MOST ANNOYING, and I notice my PC clock, which the recording program rely on, drifts, WTF, I had windows synchronize with time.windows.com that that site seems to have problems, so OK, I switched to time.nist.gov, that works better but my PC clock still drifts, WTF!

So I want to know how often this sync happens, and from the web, I find out a default of 1 week, so I go, no, I need it to do it more often, so I changed it for 1 day, a Registry edit is required for this, Google. NOW IT WORKS PERFECTLY! and it actually tells me, Last Update was blah-blah when I open the clock.

I say this gotta be a bug of Win7.
