Is there a way I could install windows 7 OS onto a new desktop I am building if it has no operating system on it? Without having a windows 7 disc

Downloading an ISO of win7 is legal and like I said you would need an activation number to activate it properly. Here is one of the many download sites:

To be legal you should purchase the activation code from an authorized dealer if not microsoft.

Just a reminder: Discussions of piracy sites and illegal methods of obtaining Windows are very clearly defined and forbidden through the boards' terms of service. If you don't have an OS license you can purchase a license key from Microsoft's official website and download the .ISO file and install through a bootable USB flash drive.
