I need a 700 dollar system that can play games. I prefer intel, but i dont mind amd.
I also need a keyboard and mouse, and a monitor.

What size screen do you want? I have a 1080p screen on there since you want to game but your GPU won't play higher end games on that resolution with any decent graphics.
