i am having the same issue...
system setup:
fx8350
gigabyte gtx970
16 gb ram @ 1866mhz
gigabyte ga-970a-d3p
i've tried lowering res and textures, unparking cores, and origin game repair. sometimes I get good game play, but mostly fps drop dramatically from 60+ to 30 below
Make sure your RAM is at the right timings in your bios first, is it running at 1866 like it should be? XMP profiles (usuallly #1 is fine) are the easiest way to set this in BIOS.
If that doesn't help any, try uninstalling all video drivers (especialy if you used to have an AMD card in your system before) using DDU:

Use it to uninstall all AMD and Nvidia drivers, so let it do its thing in safe mode twice, one for each driver family.
After those are cleaned up, get the latest Nvidia drivers from here

and then get this AMD chipset and install it for your 8350 under the Optional Downloads tab

Only install the AMD Chipset Driver in Optional Downloads, not the AMD Catalyst Suite drivers, those are for AMD gpu's.
Getting this Chipset alone increased my FPS I had an 8350.
If it STILL doesn't fix your performance, then chances are that the 8350 and 970 mobo just aren't good enough to get all the performance out of your 8350.
I had an 8350 and a 990fx mobo with my 290, and I got all the same low fps levels until I got a Z97 and 4790k, now the lowest I get in BF4 on all ultra 1080p is like 70fps.
