I am using this CPU for past 3 years, now decided to unlock the 4th core (kind of an upgrade). Anyway I unlocked the core in the BIOS and rebooted. The BIOS is fine it shows the processor as X4 B25 and loads up the boot loader. But when I select the OS it does not boot. So I figured it must be a voltage problem so I increased the voltage to +100mV i.e. in steps of .025 V. It is still not booting. My question is how high can I go without damaging my CPU? Is 100mV not sufficient for the unlocked core?

Unlocked cores don't always work. Sounds to me like you have an unstable core and there in fact was a reason why AMD decided to disable that one. Luck of the draw I guess.

I feel your pain I had a P2 I unlocked with 2 dead cores it's just the way it is. I wouldn't attempt to run any more voltage through the CPU honestly.
