Computer is slow after updating from windows 7 ultimate 32 bit to windows 7 ultimate 64 bit

Hello all. So i just finished building my gaming pc and had everything up and running smoothly. After installing mods for Skyrim, I learned that some mods dont work on the 32 bit version of windows. I have access to all versions of windows so I wiped my SSD and installed the 64 bit version. Ever since, my computer has been incredibly slow. The internet, download speed, and Steam being the most noticeable. The copy of windows comes fully licensed but its from 2009 so I realize that I have to install a crazy amount of updates and all. I've gone through and updated all of my drivers and it says that they are all up to date. Please help!

My build is as follows:
Intel Core i7-3770 CPU@3.40 GHz
8GB RAM (I dont remember the exact name but i think the brand is Ballistix?)
64-bit OS Windows 7 Ultimate
NVIDIA GeForce GTX 760 2GB
ASRock Z77 Extreme 4 motherboard
Rosewill RD 400-2DB Power supply
256GB SSD
NETGEAR A6200 Wireless Adapter

Primarily download speeds. I was getting a steady 2.5 MB/s on Steam, but after I upgraded, It fluctuates between 200KB/s and 800KB/s. Before I had downloaded Steam from ninite.com and it was going slow like this. Once I downloaded the client from Steam's website, it jumped up to 2.5MB/s. This time around, I just went straight to their website first to download the client but it still fluctuates. Also, web browsing has slowed down. My A6200 wireless adapter used to have a blue light ( which if I remember correctly, means that it was using 5 GHz) and since I upgraded it has an orange light (2.5 GHz).
As for the windows updates, I have been looking to see what they are and they have just been windows 7 framework updates.
