HP Compaq ,windows xp,intell pentium dual core;Wont power up monitor,mouse,or keyboard

was given a hp compaq,from a doctor who upgraded to new ones;Hippa law(personal information) had to be erraced...The tower powers up,fans run,but monitor,keyboard and mouse or speakers dont;Can anybody help??thanks,Tim...

Does the computer make a beep sound when you start the computer? Can you here the hdd spin up? When you press the power button does the fans come on and no other sounds happen?
