WD black + SSD ~ HDD wont stop spinning when idle

Hi,
I got myself a 2 TB wd black HDD but the vibrations and noise are driving me crazy,

in my previous computer i had a WD blue+ ssd and the hdd would stop spinning after 2 minutes when it was idle

I did check power management on my wd black and its set on turn off after 2 minutes
Any suggestions?

Even when the hdd was freshly formatted it kept spinning, task mgr confirms its not active (0%)

Yea its on high performance

And in advanced it should shut down after 1 minute

i have same issue, i used resource monitor and program called ssd ready to monitor exacly what file is being read/write to hdd and it sits on 0 kb/s read and write, yet my hdd dosent turn off, not just my WD black 2 tb but second one also, that i use for games storage. idk whats the issue here...


edit:

my issue was speed fan program that i use for fan controll, sadly i need it more then option for hdd to turn down... at least i know what was causing my issue.
