Limiting download for a specific user

Hi, basically I want to be able to limit a specific user account on my computer to be able to only download files under a certain limit (for example 100mb) and set a total cap of downloads of 200mb. Is there way I can make sure that this specific user can only download a certain amount and after that it is blocked.

Or likewise if it is easier to completely stop downloads been allowed for that user but still allow the user to use the internet?

If its anything with the Windows 7 or 8 "home" editions, nope forget it. Windows Professional and above might have Group Policy support to manage that but it is completely locked out on the "home" editions as this is not a "business" machine its a "home" machine. The bigger the features, the higher the cost.
